Water Mains along Live Roads
Installing water mains along live roads requires careful planning, strict safety measures, and precise cost estimation. These projects come with significant challenges, including traffic control, existing underground services, reinstatement requirements, and strict council regulations. Without an accurate estimate, costs can escalate quickly, especially with road opening fees, temporary reinstatement, and extensive traffic management.
At WSE SYDNEY, we specialize in estimating all aspects of live road water main installations, ensuring you have a detailed breakdown of costs, risks, and requirements before work begins.
Key Challenges & Considerations in Live Road Water Main Installations
1️⃣ Principal Contractor Responsibilities
In most cases, the contractor acts as the principal contractor, meaning they are responsible for managing every aspect of the job, including:
✔️ Organizing traffic control (a major cost factor)
✔️ Handling saw cutting if required
✔️ Paying council & road opening fees
✔️ Managing road occupancy permits & approvals
✔️ Providing surveying services
✔️ Ensuring proper temporary & permanent reinstatement (including road surface, kerbs, and landscaping)
2️⃣ Working Around Existing Underground Services
Since the new water main runs along a live road, existing services such as gas, electricity, telecoms, and stormwater are often present. The first step is:
🔹 Dial Before You Dig (DBYD) Checks – A must-have before any excavation.
🔹 Utility Locating & NDD (Non-Destructive Digging) – Using vacuum trucks to safely expose underground utilities.
🔹 Confirming the Water Main Alignment – Determining whether it runs along the side of the road, in the middle, or near intersections.
3️⃣ Excavation & Pipe Installation
Water mains along live roads are not usually very deep, so overhead wires are rarely an issue. However, excavation must be done carefully to avoid damaging underground services.
🔹 Excavator Size:
- 5T or 8T excavator depending on pipe type & trench size.
- OPVC pipes are lightweight and easy to handle.
- Steel pipes are heavier, requiring a machine to lift and place them into the trench.
🔹 Stop Valves & Hydrants:
- Stop valves along the road are typically puddle flanges, not standard gate valves.
- Puddle flanges require concrete encasement, increasing material & labor costs.
4️⃣ Backfilling & Reinstatement Costs
Unlike subdivisions, spoil cannot be stockpiled along the road. The contractor must:
✔️ Provide tipper trucks to remove spoil immediately.
✔️ Use imported fill material for backfilling (which can be expensive).
✔️ Calculate the depth & width of the trench to estimate backfill costs accurately.
✔️ Arrange temporary reinstatement (e.g., cold mix asphalt) if permanent works cannot be done immediately.
5️⃣ Traffic Control – A Major Cost Factor
Traffic management is one of the biggest expenses in live road works. The number of required controllers depends on the road layout:
🚦 Straight road section – Typically requires 3 traffic controllers.
🚦 Junction/intersection work – Requires 4 to 5 traffic controllers due to increased complexity.
🚦 Long-duration projects – Traffic control costs can escalate quickly if not estimated correctly.
