The estimating difference that wins tenders

Most contractors lose 10–20% margin on water and sewer scope when they use generalist civil estimators. Here's why a specialist makes the difference. Read more about our approach and credentials.

Built from first principles
Every estimate starts from materials, labour, plant, and site-specific factors — never templated. We cost what the job will actually require: depths, ground conditions, traffic complexity, authority allowances, and risk areas. The result is a price you can defend in any tender meeting. See how it works on our about page.
Sydney Water WSA code & Sydney Water Specifications fluent
We work with Sydney Water Deemed-to-Comply drawings every day. Handle bar configurations, encasement specifications (12U and 12R), MSCL pipe requirements, manhole types — we know what the authority requires before we even open your drawings. No costly surprises during construction.

Every estimate, fully detailed

When you receive an estimate from WSE Sydney, you get more than a price — you get a full breakdown that protects your margin and explains every line. Here's what's included as standard on every job.

Material take-off
Every pipe, fitting, valve, hydrant, manhole, and consumable quantified to the specification. No "lump sums."
Labour & supervision
Crew sizes, hours, and supervision based on the actual scope — not generic productivity rates from a template.
Plant & machinery
Excavators, rollers, tippers, watercarts — all costed using our free rate calculator methodology.
Authority compliance
Sydney Water, council, and authority requirements built in — including DTC items often missed by generalists.
Risk allowances
Rock, contaminated ground, depth uncertainty, traffic complexity, restrictions — flagged and priced upfront.
Clear documentation
Professional breakdown ready for tender submission, internal review, or authority lodgement. Assumptions explained.

From your drawings to delivered estimate

Transparent process, agreed timelines, no black boxes. Here's exactly what happens after you send us your drawings.

01
Drawings received & acknowledged
Upload your water or sewer drawings via our contact form or email. We acknowledge within 2 hours during business hours (Mon–Sat) with confirmation of scope and clarifying questions.
02
DTC & authority compliance review
For Sydney Water projects, we cross-reference your design against the WSA Code, Sydney Water Specifications, and DTC drawings. Handle bars, encasement, MSCL specifications — all flagged before we start costing.
03
Timeline & fee agreed
We agree a realistic deadline with you upfront based on the scope — small jobs turn around quickly, larger tenders take more time. Fixed fee confirmed before any work begins. No hourly billing surprises.
04
First-principles take-off & pricing
Every line built from materials, labour, plant, and site-specific factors. Risk areas flagged, authority requirements built in, assumptions documented.
05
Estimate delivered, tender-ready
You receive a complete, professional breakdown — ready for tendering, budgeting, or authority submission. Variations explained, risks flagged, margin protected.

Frequently asked service questions

Quick answers to common questions about our services. Need more detail? Get in touch directly — we acknowledge every enquiry within 2 hours.

Do you only work on Sydney Water projects?
No — we work Australia-wide. Sydney Water Specifications and WSA code fluency are core to our work, but we estimate water and sewer projects across every state. From metro areas to regional and remote work, our methodology adapts to the local authority's requirements. Get in touch regardless of your project location.
What's the minimum job size you'll estimate?
There's no formal minimum. We've estimated everything from single-lot lead-in connections to multi-million dollar subdivisions. For quick rates on machine hire alone, you can use our free machine hire calculator. For full project estimates, send us your drawings and we'll let you know if we can help.
Can you handle complex multi-discipline projects?
Absolutely. Many of our projects involve water mains, sewer subdivisions, stormwater, pump stations, and concrete encasement all on one site. We handle the full water/sewer scope of complex tier-1 jobs as a coherent estimate — not separate disconnected line items.
Do you also do civil works estimating?
Our exclusive focus is water and sewer infrastructure — that's our specialty and where we add real value. For broader civil scope (roads, slabs, retaining walls), we recommend pairing us with a generalist civil estimator. We focus deeply on what we know best, so you get accurate, specialist water/sewer pricing every time.
How do you price MSCL or DICL water mains differently?
Very different methodologies. MSCL requires welded joints, cathodic protection allowances, coating systems, and specialist labour productivity. DICL is socket-and-spigot with rubber rings — much faster install, different fittings. Our specialist understanding of both saves contractors significant margin compared to template-based estimating.
What's the difference between 12U and 12R encasement?
12U is unreinforced concrete encasement; 12R is reinforced (with steel cage). 12R is required where higher loads or sensitive infrastructure exists — and the steel cage adds significant cost. Generalists often miss this distinction and underprice the work. We allow for both correctly. Read more on our concrete encasement page.
Can I submit drawings without committing to engage you?
Yes — initial quotes are free. Send through your drawings via our contact form and we'll review your scope, agree a timeline with you, and confirm a fixed fee for the estimating work before anything starts. No surprises, no hourly billing.
